No, the claim is that God aided him in sinning, which is blasphemy. He actually did the sin. He was already sinning. The claim is not that God stopped him from sinning, but that he was already sinning, and God intervened to aid him in not getting caught. Again, blasphemy.

The guy was caught (and in a way that brings huge attention to the subject of speeding. After reading this story I was reminded to watch my own speeding today. This story has potentially saved lives). The police have his license number but decided not to prosecute.
To your other point, if God stopped people before they ever sinned we would live in a sinless world. Sometimes it's necessary for the person to sin before being taught the lesson. See the story of Mary Magdalene.
