This guy from the shining? He knew something bad happened in the hotel, he explained it to Danny as the house having memories which aren't all good. If he knew Danny could "sense" the past of the house, it seems kind of irresponsible to leave him there. But then if you think about it, what was he supposed to do about it anyway?

Halloran knew the ghosts were psychologically dangerous, but he didn't believe they could do any physical damage. As he said to young Danny, they were more like old 3D horror movies, all shadow and no substance. He had no way of knowing that Danny's telepathic powers could actually bring the past back to life. Even then, the Ghosts could barely harm Danny themselves, they had to manipulate Jack into doing it for them.

No. Jack Torrance was certainly off his rocker by the end of the book, but Wendy also witnessed the same supernatural events as her husband, and there was nothing to suggest she was delusional or hallucinating. In addition, the sequel (Dr. Sleep) makes it clear that the Ghosts could manifest on the physical plane, even years after the Overlook itself burnt down.

The movie was kind of ambiguous about whether the Overlook was actually haunted. The books made it pretty clear that there were malign spectres literally oozing out of the woodwork.
