I think it's great. Imagine how much more heroin they could buy with a steady $15/hr 9-5 job. And for the homeless disabled or otherwise too feeble to sweep and pressure wash the sidewalks, put them on roving patrols. You lost your job, you lost your apartment, maybe you have a criminal record. Whatever. Here's your second chance: $15 an hour and a shovel.
