This just means burying people in cardboard/thin plywood coffins that are biodegradable. Nothing about eating humans or grinding up bodies and using them as fertilizer.

Great idea and I like how simply they named the bill. They could have named it something ridiculous with a convenient backronym scheme and dog-whistling to their base like how most bills are named, but they kept the name of this bill nice and respectful.
