It's like one of those Schlesinger's Cat quantum improbability things. The President is both guilty and not guilty of collusion with Russia until it's released.
I'm betting it doesn't get released to the public because it has enough unfavorable information that Republicans don't want it released but it's not unfavorable enough that Democrats would want to release it.
