For real. When I had a Packard Bell with Windows 3.1 in the '90s I made damn sure to keep a backup of the mouse driver on a floppy disk. Just in case.

You're going to need a keyboard that can get all the way through installation. Then you'll need to download the driver from the manufacturer's site, if they didn't include a disc with it. Then you need to install driver by double clicking it, this should open the installshield wizard. Follow instructions on screen to completion. Now your mouse and keyboard should work.
Edit:Once windows is installed, just plugging them in may install the driver.

What keyboard are you using? If it's a fancy LED extreme gaymer keyboard you might try a ghetto $10 Logitech or something really basic.

I have experienced it twice with Win 10. Built in microprogram in Bios senses multiple attempts at restart and then uses another microprogram to make the computer alive again.

Should point out Win 10 goes to a Green Screen of Death. 1st was due to Monthly Win 10 Tuesday update and the 2nd was from a Full Win 10 Mega Update.
But do agree that given keyboard worked with Bios then it must be a driver glitch if it does not work when booted up.

Often updates are items to prevent hacking. Hackers keep finding holes to penetrate.
