Yes we had other agencies. Calling for ICE to be shut down isn't the same as calling for literally no immigration law enforcement. It's just calling for a dysfunctional agency to be shut down. I think the TSA should also be abolished but I'm not against airline safety. I just think it's a shitty org that should go away and have the situation handled by different personnel using different methods and tactics.

Eventually yeah but it would be the natural result of a North American union, similar to the Schengen area. I'd like to see it in my lifetime but I'm skeptical it will happen.
