Use firefox browser, get an addon to download youtube videos from the browser. Some addons will require a premium account for 1080P video downloads, but you should still be able to get 720P videos. From there it depends on which addon you use.

Yes, I did it recently, though that was on PC. Last time I did it on android it was a little wonky, but the addons were still a fairly new thing for mobile.
