It's explained this way: sometimes the baby that's born isn't deemed as a "viable human" by a ethics board. This means the baby can be legally euthanized and harvested for organs.

When they played the governor talking, I figured out that the whole idea is bullshit and Alex Jones is full of shit. The only thing remotely like what they are talking about is some hypothetical case, not some common practice case, that is, a case where the mother is in danger and the baby is severely fucked up and dying of incurable fuckedupness and they simply choose not to try to resuscitate the thing when it naturally crashes on its own because they'd just waste everyone's time for who knows, a few minutes, not to mention the cruelty of going through crashing over and over to be rusistated and croak anyway because of whatever hypothetical shit the kid has wrong.

Doctors said they couldn't do any more for him and he needed to have his life support turned off but the parents disagreed and there was a whole media circus.
