Maybe the resources from citizens could go to helping out other citizens? I know it sounds like a radical idea, but is it just crazy enough to work? Think of it as a perk of being a citizen.
People who are citizens of other countries can help others or not. It's up to them and what they do in their own country.

There is almost 300 Billion a years taken from taxpayers that are spent on people that are breaking the law just by breathing on U.S. soil..

Consider helping immigrants. They work hard and pay guberment taxes. They help USA grow. Bums citizens or not, drain the local and national economy.
Just because someone is a citizen does not mean they are good people. Prisons are full of US Citizens. Very few immigrants end up in prison.

Of course immigrants would be helped, depending on how far along their path to citizenship they are. But illegal immigrants and non citizens like tourists shouldn't be helped by citizens instead of helping homeless people.
Citizens should also help veterans instead of non citizens.

You worded it in a slightly ambiguous way. Plus as an American, you know illegal immigrants have extremely limited access to social services, and I assume you are also in favor of greatly expanding the social services available to US citizens, financed by tax increases.

In my opinion bert represents why many citizens end up with dishonor. Unwilling to contribute to what really makes America great. Lot of hot air while he has his hand out asking for help.
OP I understand why you posted your topic. What grinds my gears over the many years is simple enough. There were those times a gal came up to me in a parking lot asking for a hand out. I said I bet you will go over to that liquor store and buy more alcohol and she smiled and said of course I will. I said I will be happy to buy you some food and she said no thanks - (I could see she was already drunk or on drugs) An enabler I am not going to be.

No greatly expanding no. The current allocation of resources from citizens should go to helping citizens, not to non citizens.

It does though! Medicare, Medicaid, TANF, etc. all overwhelmingly support US citizens. If you would like to increase the amount they support citizens, you will have to increase the amount of money flowing into them.

I would like to help my fellow countryman who has fallen on hard times, and would like to think he would help me too. I don't think people from other countries should help me or be helped by me. What they do in their country is up to them.

Not in any meaningful way, no. Illegal immigrants by law can't get Medicare, medicaid, TANF, SNAP or Social Security except in incredibly niche circumstances.
It's not like 12 million illegal immigrants are using 50% of the public funding for social services lol.

Citizenship is the determining factor. Not everyone shares the same world view, so people in those countries should be able to decide for themselves.

I do not think immigrants should be an underclass of dishwashers and garbage men. I think immigrants should be highly vetted and bring useful skill sets to a country and also have money to support themselves while working on their path to citizenship.
