In the Republican theory of taxation. If you make the Tax rate of Millionaires/Billionaires = 0

Those fine people will reinvest the additional moneys earned and it will trickle down to the poor and indigent, thereby making them wealthy.

Any politician can make any statement and they are entitled to make provocative statements to drum up constituents.
Example "President Herbert Hoover's promised voters a chicken in every pot and two cars in every garage during the campaign of 1928."

He never actually made such a promise. Later other politicians made similar promises such as a Presidential campaign that said:
