P should be next to R because it's basically R without that thingy on it

As a shill for Google I used Google to look up the answer to your question.
Read about 5 minutes background on this single letter - Was actually invented by a Person. More on that if you want. Did think this was interesting.
"In Russian, the letter has little use in loanwords and orthographic transcriptions of foreign words."
The letter sounds like Cyrillic letter Ya - HOWEVER When ⟨я⟩ follows a soft consonant, no /j/ sound occurs between the consonant and the vowel.
As a person who makes fun of the English language where Xylophone, should be spelled Zylophone I rest my case.

Isn't this true of all letters? It would be weird if a new letter was just discovered existing in the wild one day, independent of humans.

Of course. Just found it odd that they have the name of the person that created it.

There actually are new letters all around you, just waiting to be discovered... you just need to be in the right state of mind to recognize their significance and utility.

I don't think it's too weird. Cyrillic is a pretty recent thing, and even the name "Cyrillic" comes from a person's name. The history of letters and their usage through time is pretty interesting though.
