Some activists held a competition for a new period emoji and that won the competition, but then they got all butthurt because the people actually in charge of emojis turned it down in favor of a blood drop (which was actually proposed by activists in favor of donating blood). If you read the selection factors for emoji inclusion and exclusion then it's quite clear why a period panties emoji would be turned down.

The truth is that it's less about delicate male sensibilities and more about the following factors:
> Can the concept be represented by another emoji or sequence, even if the image is not exactly the same?

In the case of period panties, no it doesn't. It's a straightforward representation of a single thing.
Most of them are clearly aimed at inclusion for minorities and people with disabilities. So the idea that period panties was turned down because Unicode Consortium have "delicate male sensibilities" is flat out WRONG
