Why isn't there a fake kid industry? You bribe someone at a hospital to register that you and your wife had a kid. Obviously there is no actual kid, just a name and a Social Security number. Later you bribe a pediatrician to "vaccinate" your imaginary "kid" and then you bribe people at the school to enroll them in school. Maybe schools would like these shadow children. They increase enrollment for budget and tax purposes but consume no actual resources. The teacher you bribe gives your kid some good grades, and then after your kid turns 18 and graduates, they go off into the Alaskan wilderness or something on a camping trip and you have them declared legally dead after a few years (obviously they'll never be found).

It's the perfect crime. You get thousands a year in tax credits.

The amount of money necessary to bribe all of those professionals to risk their careers and jail time would far outweigh the tax credits.

It would be easier to take a small percentage of that bribe money and use it to pay a family in Honduras to raise your kid for you, while you keep claiming the tax credits.
