I think Brexit should be broken down to a personal level. Everyone gets their own individual referendum on whether to leave the EU or not. If you leave, you become a citizen of the UK. If you remain, you become a citizen of the EU and become a foreign national in the UK (ie renounce your UK citizenship for EU citizenship).
