They are those who shelter themselves away from society. It usually affects men, but has been known to also include women. The Japanese government is looking to get a better understanding of hikikomori, but in the meantime, there is a service called, "Rent-A-Sister" where these women go over to the houses of hikikomori to try and get them to engage more in society. The thing is that it works actually and many of them have manged to re-enter society as productive independents.
It gets a little depressing though since some of these hikikimori die alone. Here is another documentary, I think it's from a French news show, explaining a bit more about this phenomenon.

Agoraphobia usually see family and allow visitors. Hikkikomori aren't like that. They live with their parents, and sometimes don't see them for years. Also sometimes Hikkikomori do leave the house to go to a convenience store if it's in walking distance.
Another thing. I think that agoraphobics aren't split close to evenly, but most Hikkikomori are overwhelmingly male.

You mean female agoraphobics? Yeah. I once saw a documentary about a Chinese woman who was so scared of leaving her house that she didn't even put her trash outside. Her home was covered in huge piles of trash, bear in mind this was a typical tiny chinese apartment.
