One of many answers to that is - Sheep. Why is Lamb popular and almost no one eats Sheep except some very old Brits that like gamy greasy difficult to chew Mutton.

One reason is because they have to be kept separate from the female birds so that they don't let fertilizer eggs

They don’t do this with quail so oftentimes the quail eggs are fertilized and you can incubate and hatch them

OK I hit the web with the question. Apparently IF one were to kill a Rooster as young as young chickens raised for the meat market, then the rooster will be just as edible. Old Chickens and Roosters are equally good for a pot of soup.
Roosters for Coq a Vin in France are Roosters that are older and no longer spry enough to keep egg laying chickens happy.
