I see Santa more as like a test for reasoning and critical thinking and if the kid isn't able to start seeing all the holes in the Santa religion (and it is a mini-religion for kids) by age 7, they're not developing properly. A 7 year old should be able to think "there's millions of houses and only one night to deliver all the presents and what about people without chimneys and why does Santa give rich kids more presents than poor kids and how does a sleigh work without snow (in the south/southwest) and and..."
