I don't think finding a wishy-washy sentence is enough reason to yell "Fake news!" and then dismiss everything on the basis of a phrase you didn't like. The thrust of the article seems to be that some neighborhoods are fighting against dollar stores opening up nearby because they fear the effect that those stores will have on the local economy, and some communities are doing just that. That's true.
The reasons the article lays out are much the same as reasons people have been fighting Walmart expanding into their areas for years. Sure, it's just a rehash of those same old issues, and the article is written to play up the issue. Rational people can have a discussion about whether bargain chain stores kill off local business and whether a problem in one area is symptomatic of a larger trend.
