To set the picture size for your TV:
Locate Settings on your menu and follow the instructions. Remember if you are not sure of some of the options NO Problem because you can just go back to settings and reset.

I found a return all settings to original values option, but everything still looks blue.
Could this be a problem with Netflix?

Based on your imgur pic - The top and bottom blue is because you have a setting that does not allow the full screen - Keep in mind older movies NEVER show the full screen and black is a better bottom and side background -

YouTube is low low res compared to Netflix - First make sure what you are trying to display TV source wise is HDTV sourced. Some old film or TV program will not be and needs the sides and top bottom Black area for fill in

For the moment stick with just one source Netflix and choose any modern 1st rate movie Any $100 million dollar movie will do and do your settings test with that one

Well I know it isn't tint because I sent it to both extremes and the problem stayed. And it also isn't color temp because on all settings its doing the same thing.

That was her 1st best step. She really REALLY needs to look at the sticker on the back of the TV for model number and look up JVC service manual for that specific TV

I once did that when repairing a neighbors VCR ages ago. Called the Factory directly to avoid those idiots in India. Discovered the Factory did NOT even make the VCR- It was sold by Walmart and was a rebranded piece of Junk made in China by a no name asshole of a company and they just contracted to slap a JVC or such name on the box. Problem was sloppy sheet metal and was NOT possible to fix that - Albeit I got it going with superglue and told her it wood work for about one month and damn it kept on going for a few more - Which is WHY I still refuse to got a Walmart
