You'll only see this message on a brand new UID from an IP Minichan deems to be a proxy or "spammy" — we use StopForumSpam and public lists of Tor exit nodes, plus private lists of known open proxies. Your IP might've changed after you saw this message, in which case a UID will be created and you'll be able to post normally.

I think you'll sometimes see this message on mobile browsers that route your web traffic through their servers. I remember it used to be true for browsers like Puffin and Opera Mini, but I haven't used those in ages.
