I find a good rule of thumb for food safety inspection is asking the question: "Is there something visibly growing on it?" If the answer is no, then you're probably okay.

Sometimes you cut that off, sometimes it's supposed to be there. Cheese presents a complex problem in determining what should be growing on it.
