ThioJoe goes more into detail about a rare condition called, "Visual Snow," in which a person with it always has a layer of static in their vision. While in ThioJoe's case he has a very minor variation of it, there are people out there that have a more severe case that it affects their day-to-day activities.

I also looked up this condition on Wikipedia and the example they showed looks almost strikingly similar to what I see. What the fuck? This is a thing?

Very faint TV static, but there might be the occasional large spot and floaters. Honestly, though, the links provided pretty much sums up what I see except for the last parts I noted here.

I suspect that anyone who can concentrate on their senses while ignoring the meaningful objects and figure/ground stuff will become aware of what's like a "background radiation" thing. I've also been able to notice my pulse in my visual field.

That is what I am trying to determine. I know it happens almost all of the time in the dark. I'm going to have to pay attention tomorrow when I'm in the daylight. Though I do see static when looking at a light source like my computer screen and even HD TV though it's more clear oddly enough. It's not a big deal, but I am surprised this has a name.

So much this. People can start to hear constant low humming too if they concentrate/convince themselves hard enough. All of your nerve cells occasionally fire due to random imbalances of ions caused by your body being made mostly of warm saltwater. There is a constant "background noise" to your nervous system that your consciousness usually filters out.

If the the visual snow is a result of excess debris in your ocular fluid (which can be checked for and is a problem because glaucoma/retinal detachment/a bunch of other stuff) then it might be something to have looked at by an ophthalmologist right away. If it's just a problem with you learning to focus on random noise in your nervous system, then paying attention to it might make it worse. Or maybe it's brain tumor. Who knows.

I'm almost curious if it can be induced by trying to notice it hard enough.

I've had a sordid history of being able to make myself see things by believing them hard enough. I'm a little bit afraid it will work and I won't know how to turn it off.
