I actually went to a restaurant recently where each toilet was in an individual little room with a common area in the middle for the sinks and mirror. I think it neatly solves the gender issue to the satisfaction of all. No "men in the women's bathroom" and no risk of gender nonconforming people getting attacked/shamed for using the "wrong" bathroom.
