In the sense of keeping track of - Not something I actually do. Banks of Ground Stations with them Huge Satellite dishes Do that work load and of course several major Govs keep track in order to zero out all the space junk and working units in order to Spot a bad guy on their way to destroy/nuke who need be nuked (as the case may or may not be)
So when I am actively looking at Telemetry I tap into the feeds from each ground station and or the master control point. I can point a small antenna up at individual Satellites and read the Telemetry (If I remember to bring home a Hex decoder) AND anyone else is free to do that but tracking moving LEO's is dicey from Horizon to Horizon but actually have done that a few times in the field in some remote locations like Las Vegas. Rare very rare I wood do that.
