I have been using a late model 2018 BofA rollerball medium point. It comes in an attractive blue color with a red plastic pocket clip. This medium point pen writes like a dream. The weight is pretty nice in the hand once you remove the stupid chain they superglued to the end of it. Price: free

Several of the pens you have mentioned in previous posts are there. The Pilot G2 ranks 92 (0.38mm Ultra-fine) and 21 (0.7mm Fine) on the list. The Uni-ball Vision shows up at 61 and the Vision Elite BLX shows up at 26. The Pentel Energel RTX ranks 69 and the Energel Needlepoint comes in at 48.

They really should have either done separate lists for each category of pen or just done a list of the best ballpoints. Is a felt tip pen better than a fountain pen which is better than a ballpoint? Look at 87-90 on the list to see what I mean. You really can't compare them. Is the Pilot G2 better than the Pentel EnerGel RTX? That we can have an argument about. Is the Sharpie Pen better than the Pentel EnerGel? Now we're just in "not even wrong" territory.
I really don't think different tip sizes of the same pen should be counted separately - like the G2 in .38 and .7mm. And they do this for some pens but not others. As I've mentioned before, I'm not a fan of the Uniball Vision in .5mm but the .7mm is excellent. But this is subjective. Maybe someone else likes the .5 and thinks the .7 is too wet. But I would not ever count them separately on "Meta's 100 favorite pens". The rule should be to just consider the tip size you like best of that particular pen.
I think the Bic Cristal should be higher than 63 because it is literally the best selling pen in the world and it's such a beautiful minimalist design. If Jony Ive was designing ballpoints in 1950 he would have designed the Bic Cristal.
I have to object to #53. The Paper Mate Write Bros is absolute shit. I've NEVER used a good one. I hear good things about the Paper Mate Inkjoy (#23) gel but I'm wary of them because the Write Bros has ruined the Paper Mate brand for me.
Also the EnerGel Needlepoint (#48) is not a "ballpoint" (sic) it's a liquid gel. I could see arguing that "ballpoints", "gel pens" and "rollerballs" are all, in fact, subsets of ballpoint pens since they all rely on a rolling ball to lay down ink on the page but the list itself makes the distinction between the three numerous times so they can't use that defense. The word "gel" is in the name of the pen how fucking hard is it people?!?!?

This is definitely the experience I have had. I'm not sure how much of the problem has been with the pen though. These things are fucking everywhere. I don't think I've ever bought one new. Every one I've ever used has been stolen, loaned out, passed around, chewed on, bent, left in a drawer for years, or somehow used and abused. You did call out something I didn't notice immediately while going through this list. They ranked the Paper Mate Write Bros. higher than the Bic Cristal. Seriously, WTF?
You pointed out that some of the higher rated ballpoint pens weren't really what would be considered ballpoints. I noticed that too. They did do a best in category toward the end, but they really needed separate lists like you say. (at the very least to distinguish ballpoints from felt tips from fountain pens) I feel that their ratings maybe were skewed toward finer point pens. I'm not sure what they did with pens like the Parker Jotter (#7) where you can buy a wide range of inks and tip sizes that fit the pen. (Big fan of the Parker Jotter BTW)
