I didn't even know it was a meme! I saw chalk drawings of it in Lafayette Square park in front of the white house, and didn't know what it was. Then I saw Gab use it as the default profile pic after they deleted the jew murderer's profile page. I still don't quite "get" it, but maybe that's because I'm also an NPC!

I think they're trying to pretend there are very fine bots on both sides, and this is an effective way sell that idea without actually making an easily refuted claim. Or at least trying to draw an equivalence so they can pretend they don't have any real critics.

Oh, well I'd link it now, but their site is down because they've lost their host. Like all "free speech" sites with little to no moderation, it became quickly overrun by people with an ideological axe to grind (in this case neo-nazis and far right extremists). I think the mass Twitter ban had more to do with a bunch of accounts suddenly all doing the same thing. I know some people started making new accounts just to do that. Some where actually spreading fake news stories about the midterms. It probably looked a lot like bot activity. Did Twitter release any kind of statement about it? I can't find Jack giving any kind of rationale for that publicly.

I think you might be reading too much into the metaphor here. Although, Philip K. Dick wrote an awesome book about how caring for robot sheep can help people develop empathy. Maybe the answer lies in a dialectical synthesis of bots and sheep?

It does mean non-player characters. It's a right wing meme that basically calls liberals predictable and lacking free will. As Meta already pointed out, it's an old idea.
It actually came from a psychological study that said that some people don't have inner monologues in their head. Some people who weren't scientists took this to mean that some people are operating on a kind of auto-pilot and unflatteringly compared them to video game NPCs.
Of course, that's completely inaccurate. Yes not everyone thinks with an inner monologue, but research has also found that some people just use images or formless concepts or a mixture of things.

I'd like to see no-platforming go a few levels up. Like, Richard Spencer can't get his trash taken out from his house because Waste Management no-platformed him. Can't buy cable TV or internet because Comcast no-platformed him. That kind of thing.
TOS is really meaningless though because every single TOS has a "but also we reserve the right to do whatever we want, whenever we want, for any reason we want so fuck you lol" clause which effectively nullifies the whole thing.
