The problem they discovered was that my mother's cable TV box had a cable that wasn't screwed in all the way. They said this affected everything else in the apartment, but he did suggest getting a new router. One of the flatter ones with the antennas. All he did was screw in the wire more tightly. It would weird if this was the cause of my internet problems.

Did he wrap it in any teflon tape? That usually helps form a tighter seal between the threads and prevent future leaks.

You fixed the leak but did they test the internet pressure? A tight seal is no good if your internet pressure is low.

Why do you need upload speed specifically? Us isps usually offer a much lower upload speed vs download speed on normal packages.
