Actually a fair point. Some disabled people rely on bendy plastic straws. I'm sure this'll be taken into account ultimately, though, since there are already petitions to Europarl.
But I do support this ban wholeheartedly. Fuck single-use plastics. You can still ban their use but make them available upon request by disabled consumers.

Also does this include packaging material and if so how are they possibly going to implement this?

No, it's single-use plastic: "plastic cutlery and plates, cotton buds, straws, drink-stirrers and balloon sticks". Nothing else. No "ban on plastic" or anything of the sort, just specific single-use plastics that contribute very little and have far friendlier alternatives.

Plastic straws are by far the worst single-use plastic that's easily bannable, though. It's a step in the right direction. Regulation works!

Allow them, probably. They're obviously going to have exceptions for certain things -- they aren't daft. It would never be an outright 100% ban on anything; it'll be a ban on e.g. bendy plastic straws for obese McDonald's patrons, not straws utilised in a medical setting for legitimate purposes.

I can picture it now. Dawn raids on clandestine straw-making facilities in back alleys. Speakeasies where you can drink a nice Ron Zacapa & Coke™ with a red and white striped bendy plastic straw.

Are bin liners single use plastics?

Oh really? We introduced a plastic bag charge of 5p in 2015, and use dropped ~90%. Nothing similar in the works over there?

We banned plastic bags under a certain thickness. There's only really thick plastic bags or the reusable kind and you have to pay for them.
I found it kind of annoying at first because i used those dep bags for trash but it's whatever, i just have a folded reusable bag or two in my backpack

Yeah, at my local Tesco you can't buy a cheap thin carrier bag at all, now. You have to pay 10p to buy a thicker one. It was also irritating at first, but it's become habit to take a few reusable Tesco® Bags for Life™ each trip.
tbh I tend to take my rucksack everywhere and fit everything in there, since I don't do a weekly shop but just do a load of top-up shops throughout the week.

Yeah, basically the same case here. Schemes that charge for bags have been massively successful everywhere I've heard of them being implemented.
How much does it cost for a bag there, out of interest?

DC charges per bag as well. I think it's more prevalent in liberal big cities. I usually go grocery shopping after work and tend to forget to bring my bags with me so I end up spending more on bags than I'd like!
