Yes, and that's compensated by California having more representation in the House. If I can be somewhat serious for a moment, a lot of the angst comes from the fact that Americans feel under- or un-represented because they happen to live in states that are predictable. If you live in Oklahoma and you're a Democrat, your vote essentially never matters federally. If you are a Republican who lives in Connecticut, your vote essentially never matters federally. In the presidential election, we've had the electoral college favor the loser of the popular vote twice in the last 16 years. You generally do not want important political elections to contradict the will of a majority or a plurality, because it breeds political resentment and apathy. It isn't enough to just vote, in order to change your political fortunes, you need to move to a state that is arbitrarily favored by a system that requires overwhelming support to overturn, and heavily favors about 45% of the population. Republicans talk frequently about how Trump won because the "american people" were fed up with politics as usual. More people voted for politics as usual than did for Trump. He got a slightly higher percentage of the vote than John McCain did in '08, and notably lower than Romney in '12. In other words, he was about as good at channeling the feelings of Americans as the previous two presidential candidates who lost. He won contrary to the wishes of the people who voted, and the people who didn't vote demographically were unlikely to have supported him if they had bothered to vote.
None of this is to say he didn't win the election by the rules or hashtag not my president, but a lot of the talking points about him are plainly wrong, and if you can't see why the winner of the popular vote consistently losing elections is bad for democratic stability, you may have your ideological blinders on.
