Modern networks and that includes the complex telco/fiber networks are self patching self healing. Ring systems long ago designed by Bell labs to autoswitch around a fault.
Currently in Florida those networks are still in place and working. The problem is that the last mile has been destroyed. In the near future Robots can roll out and drop in a new last mile connection. Of course in cities like Mexico Beach there is just nothing worth connecting to (anymore)

These issues are the reason why I always suspect automation is going to be the downfall of capitalism.
It would force governments to embrace socialist policies or else face massive riots/war/death.
And the scary part is that there doesn't seem to be anything that could stop it since if you were to outlaw robotics or artificial intelligence there will still be those who engage in illegal activity not to mention other countries of the world who may disagree with the outlawing of it.
If you were to ban or at least make regulations on something like this then it would have to be in agreement with every single person on the planet.
Either you let a ton of people die due to no jobs and no means of survival which in turn may lead to them marching on your capital with weapons willing to kill lawmakers forcing you to bring in the military which if they aren't as polarized would only make you look horrible to the rest of the global community or pass legislature for something like universal basic income and go the socialist route.
The 2020's are going to be the start of the really scary shit.
