I heard an idea floated around a while back. Someone was musing that if we had a situation where both Trump and Pence could be impeached for some reason, a Democrat-controlled House could elect Hillary as Speaker of the House beforehand so the job fell to her through presidential succession. There is no requirement that the Speaker be an elected member of the House of Representatives.
