I mean England the country, not the language. Dredd is from the UK company 2000 AD.
But I actually agree with you when it comes to comics. American comics are hopelessly dominated by superheroes, while manga has tons of variety. There's way more to it, but that's the main reason.

If Judge Dredd is a time traveler, why does he have any problems at all and why is he an interesting character? Was the time travel thing bolted on later or is it paramount to his character?

He's not normally a time traveller. His whole thing is that he's a straight-arrow, uncompromising cop in a futuristic dystopian city. I'm guessing that this time-travelling thing is a one-off story.
I don't read or particularly care about Judge Dredd comics, though.
