Wouldn't work. People with HIV would continue to spread the disease, as you didn't kill them, and then more would develop AIDS.

Well, how would you tell if they had HIV? A test isn't 100%, many people have new infections, or can suppress it for the most part, and so it wouldn't show up.
Eventually the disease would pop back up.
