...and asked if they were hiring for any positions then if they say no ask them if they take voluteers for any positions? Explain to them that my motives for volunteering are so that I could help support their networks and allow me the chance to learn just how a radio station is managed or maintained. Show up dressed nicely as if I were about to be interviewed too.

Some towns have community radio stations and college/uni radio stations that are pretty much completely volunteer

Most radio stations have a procedure in place for finding interns. You could try calling them or emailing and asking, but it would probably look weird if you just showed up uninvited. That might work at smaller college/university station, but you should still probably look into it or ask around before you just show up. Maybe try to find something through your school?

Or his local Newspaper because some might say that is a growth industry of the future.

Damn all the same owner.
And they even have Job openings - Somewhat strange because they require ability to travel to Arizona San Louie Obispo Santa Maria where they expect one person to handle all there is to handle in say Broadcast Engineer or Sales Manager -
They look dicey for local help EXCEPT they have one employee who was born at the station Colleen Quinn and her Husband who is on air at a different time AND Colleen and Husband can be viewed in Pics with Rush Limburger Sweat shirts on. Probably not so much LGBTQXYZ Friendly
