"More important" is a broad term and can cover a lot of criteria. I would say that from the theological point of view they are equally important, St Peter for founding the Church and acting as its 'moral rock', and Paul for disseminating the Church's teachings through his letters.
If you were to ask who is more important for me personally, then Peter is who I relate to more. The simple one, the fisherman of men's souls, the sweet-hearted well-meaning disciple whom Christ entrusted to create His Church. Paul was a profoud thinker, a very dry and towering intellectual. A magnificent, intimidating figure, but not one I can easily relate to.
