Kunming is a 3rd tier city with few attractive features for the average foreigners.
The foreigners who visit Kunming may not be the average tourist we see in larger cities. Although being a capital city of Yunnan, Kunming has not even an international 5 stars hotel. In fact there are a few youth hostels around for the student travelers/ backpackers.
Kunming itself has an artificial lake in the city centre with some bars and cafes next to it, but still these places are quite modest. Hotels, foods, ... etc there are some regional differences but on the whole in line with other small cities in China.
Many foreigners pass through Kunming to visit other places in Yunnan, I believe their final destinations are perhaps more attractive than Kunming itself. I myself as a British citizen who lived/settled in England for over 16 years before is perhaps qualified as one of these 'foreigners'. As a Kunming resident, my family spends most weekends out in the countryside and/or parks, and we go to farm restaurants or barbecue park with friends and families, not the typical city life.
