He's probably talking about Houston highways which have like 8 lanes and in the city the whole passing on the left only law is not a law, you can pass on either side in the city. Also, speed limits only denote the maximum speed, and while it may be annoying going below the speed limit is the actual law. The law is not "you must drive exactly this speed." Most cities in Texas don't have minimums speeds either, but those that do have a 20mph range.
The answer to op's question is, "nothing, she is perfectly within the accepted speed range under Texas law for any Texas road," and the better question is what op is going to do about his anger issues.

only on 2 lane highways, and only if there are signs up for passing only. otherwise the left lane is identical to the right lanes and passing is allowed on both sides. so, you only see passing lanes on the lowest capacity highways and usually in rural areas. there is no set minimum highway speed, but you can be ticketed for using a designated passing lane to do anything other than pass other cars. you won't find those in cities though. past the suburbs, sure. but not as a general law, only when designated by txdot signage. thanks.
