The tests seem very thorough, which is what was needed. I disagree with the author that we need some other method than "testing them" to screen ideas, but I do believe he's probably correct that most "simple" machines have been discovered and that it's not likely that something this simple will lead to profound results, but I also disagree that our current understanding of physics is such that we can dismiss our of hand ideas as "silly" when there is a question as to if they even produce an effect.
Testing will always be the best way to determine if an idea, especially one that cant easily be disproved with simple experiments, will work.

I have a patent which was blocked by US Gov as potential use for secrete stuff and locked up. I discovered a odd problem in my ham radio equipment and discovered the what the problem was and then hit the text books to discover this could not occur by rules of physics - Turns out it did not occur but a secondary effect was the cause of the problem. Then it hit me that these two combined could be a solution to other problems and so I applied for a patent.
Since that time I have preformed many home experiments to exploit that discovery but currently think it will lead nowhere unless I spend more time in the Quantum world which is beyond my home lab capabilities -

And I stand by that. A part was doing something that Chemistry n Physic texts said could not happen and I had no reason to doubt that so I looked for the culprit - I found Nothing that defied known chemistry-physics - I did discover a principle that at that time was Unknown - However on deep inspection it was known and used in other important areas of physics and electronics - Just NEVER used to exploit what I had much fun building working models to do Stuff
Tried with the patent to list every application I could think of and applied for it - It got flagged as not to be published - If I had left out just one application it wood be pubic knowledge
If by chance you have any science background You wood understand Hall Effect as invented or is that discovered in 1879 - Of course Hall the inventor-discover never complicated Hall effect in ionized gases or magnetometers & Quantum Hall effect.
My discovery which is what it was and is now patented is much similar. Physic properties as provided by nature yet at the time unknown.
Symbiosis is what it really was. Trying to effect a property with a force yet that force could wood never effect the property. With Symbiosis it DOES
All that said I wood have never had a clue if not for a problem with the Ham radio as a system with a bug in it. Debugging that bug led me to the discovery
