If they did and posted a sign at the tables saying "you have 15 minutes to buy a coffee or get out" they might be able to avoid this sort of thing in future.

Going into a cafe and not buying anything was rude. I went into a cafe and asked to use the loo and they gave me the key. Then I felt compelled to buy something and the barista said it wasn't necessary because I was polite but I bought a drink anyway.

I can't really form an opinion yet because the key piece of information missing from all the articles is how long they were waiting without ordering. Without an answer it's hard to gauge how (un)reasonable it was to ask them to leave.
The core of the problem, I think, is that the two men and the manager had different ideas about how long it's acceptable to go without buying something.
If Starbucks posted a policy in the restaurant, like, you have to order or leave in X minutes this awkward situation could have been avoided.

Me personally I would have just ordered a small coffee or something and just sipped it. The article said the two men were real estate agents planning to discuss an investment with a Mr. Yaffe whom was running late to the meeting. You really need to be on top of your game for that and if the other guy is running late that's really just an opportunity to consume more caffeine so you'll be sharper for the negotiations.
Also keep in mind the signalling aspect: "yeah I'm so rich I don't mind dropping $5 on a cup of coffee I could get for $1 anywhere else". If you wait till the other guy shows up to order, it's showing weakness: "I'm scared I might lose my $5 investment and my business partner won't see me drinking a Starbucks"
