What do you think of laws that burglar is guilty of murder if his partner dies on the scene due to being shot by the property owner or police? Do you think they are fair?

Does seem a tad harsh - On the other hand this kid will not be committing any more crimes in near future.

In the U.S. state of Ohio, the common law felony murder rule has been effectively abolished through the enactment of Ohio's involuntary manslaughter statute. Ohio's first degree murder rule requires that a killing that occurs during a felony must be an intentional killing, instead of the felony murder rule in other jurisdictions, which requires only the intent for the underlying felony for a conviction.
So in Ohio THEY are more different than the majority of US States on this matter.
