So let's try to explain this with taking China and its postal service as an example.
So whenever you order something from china that has free shipping, be assured that not even the seller paid shipping for your package. They have deals with the postal service (that is government owned just like USPS). To make em more competitive, the government subsides shipping costs (in case of China, they take it over 100%).
So basically, what Trump wants to do is scrap those deals, and start charging them non-subsided prices because amazon is raking in cash at the expense of USPS.

I made quite a few tweets directed at him regarding this. The real reason why retail is dying is that we, myself included, always want convenience and affordability. This is something that we cannot fault Amazon with since they are providing both and doing well in a capitalist system.
