I agree. Raising awareness also helps victims feel more comfortable about seeking help because, as you say, they learn to not blame themselves.

I don't know. If I left my wallet on the train, then got back on and went looking for it and couldn't find it because someone had stolen it I would still report that to the police, even though my actions were massive factors in the wallet getting stolen.
