Hard to say when each update up to this point has only added small additions. Maybe my favorites are the ones that allow the game to morph into a completely different game by map makers and resource pack creators. Do I think 1.13 will beat out those updates? Absolutely. This Aquatic Update is already showing potential of being one of the largest updates to this game since 1.0 with the amount of stuff that is being added. It makes me hope that 1.14 will continue this trend. 1.13, back when it was just going to be the "Technical Update" already introduced game changing features like custom crafting recipes and datapacks. 1.13 still has these features.

So, 1.7.10? That's where many popular mods were the most popular and haven't been updated since, and the most popular modpacks are all in this version, which is why it's probably my favorite.

I don't mean mods. Mods can already change the game on their own. I mean map makers and resource pack creators that achieve what mods do using mechanics within the main game. e.g. Command blocks, etc.
1.12 added functions which makes it easier now.
I'm always impressed with what vanilla Minecraft can pull off.
