You need to consider the value of a business. Any business.
Land to build the business on - People to build the building. Water Power and Roads for the business. Building permits and police to protect that business. The Banks to bank the money and payroll people. Takes a lot of infrastructure just to create and support a business. Credit card machines and cash registers and telco lines to support as well as the Wireless infrastructure
