It will block ads that don't meet Google's standards.
Basically anything annoying as fuck. They researched what annoys people the most.
Site Owners will be notified by Google that their ads suck and they will be blocked if they don't fix them.
If you don't fix your site in 30 days say good bye to your scammy ad money.(Edited 2 minutes later.)
