Simple. It was Dutch colonialism that caused them to be transphobic. Just like British colonialism introduced homophobia to Africa.

The problem is that Britain (and Holland) had anti-gay legislation which went to their colonies. But the colonies became independent (in the 40s,50s,60s) before the legalization of homosexuality in the UK and Holland, so the colonies didn't receive the updated laws from Europe.
