A stressful episode is illogical when it is the result of Destiny, that is to say the accumulation of all actions and reactions in the Universe that exist outside of your own control.
For example, you leave your house to enter a shop 30 minutes before closing time, but when you arrive there the shop has been closed for one hour due to a flood.
The uneducated thinks to themself; woe is me, for if I had set out one hour earlier I would have been able to purchase my desired goods. In other words, they blame themself for not pre-ordaining a random event.
But the wise man knows that what didn't happen in the past is as pointless to agonise over as what may or may not happen in the future. He lives in the present, where there can be no agonising, just action.
It's not where it comes from, but where it goes that matters.

Actually, it does matter where it comes from.
If it was a plumbing disaster, then your stoic argument stands. However, if it was caused by a natural disaster, then it's a different story entirely.
If the flood was caused by a natural disaster (flash flood, tsunami, hurricane, etc.), then the person in your scenario would have known that the store would be flooded, because the flood would be all over the news, and they might even be affected by it as well. If you were to drive to the store only to "find out" that it had been affected by a natural disaster, you would have to be pretty ignorant of the situation. Even if this was the "wise man", he apparently would not be very wise, as he should have had the common sense to not go to the supermarket during a natural disaster.

It's good to analyse situations, with rationality and logic as primary motivators. You're suited for study of the Stoic teachings, but have a lot to learn.
