I'd probably pick apart a few open-source boards and then code my own. I work faster that way than in a template, because I work most efficiently when I know each line of code.
The theme would probably be a programming/programming education board (with sections for the individual languages), and I would advertise by adding a forum signature to my accounts - nothing too ostentatious.

If you want GOOD software, use Tinyboard. If you want to LEARN how to use an imageboard script to its full potential, use Futallaby. If you want to be an elitist bastard, use Wakaba. Think that through.

Hummmmmm buttttttt there are all kinds of free ways for you to have what you want.
Lots of choices. I could point you the way to a place for free no ads, where you could have BBS but NOT have it host images as bbs boards do because you may know that can lead to BW issues.
You can have Graphic storage for your own set up and play. Make it look EXACTLY as you want it too. Have private chat (pm) and more

If you want Phpbb and can afford some shared server I could even point the way to a full Phpbb set of packages that are tried and true with no coding experience required - these Phpbb bbs's all seem to require a hell of a lot of work for admins/sysops
