In the US the FDA prohibits it.
I think this is a smart regulation. Tests may show work sometimes, but they aren't foolproof, and someone could get HIV.

I wouldn't be against it as long as it was marked, and people could refuse gay blood. I would prefer a straight/lesbians blood for safety reasons myself.

Typically it's an honor system, they ask you before you get your blood drawn. If you lie, though, and they find out (someone reports you, or a staff member hears about it, etc) you can get in trouble Not sure how serious of trouble, but still.

I have too many gay friends to count, but it's not completely unreasonable to do this.. Some people don't even know they have HIV until it's too late. Maybe legit proof showing you're clean is sufficient?

It's complete bullshit. It's not fair to assume that someone has AIDS just because they're gay. Yes, the rates are higher, but that doesn't mean anything. New infections are harder to detect, but that's true in straight people also. AIDS rates are also higher in black people, but if they tried banned black people from giving blood, imagine how well that would go over. It's still considered OK to discriminate against gays in our society though. Just like interracial marriage used to be and issue, now gay marriage is the issue.
